This was a carefully worded declaration, attributing harm not to Brexit itself but to its implementation; faulting the politicians who negotiated it, not the voters who endorsed it. This differentiation will be crucial when the financial plan is unveiled soon. The goal is to assign certain economic problems to the agreement reached under previous leadership without appearing to dismiss the hopes of leave voters.
